More options is rarely a bad thing. It would've been totally valid when you start Fire Promoter for two options to pop up saying something like this:
Challenge Mode: Start with 6 wrestlers and a handful of cash and work hard to build your promotion from the ground up!
Booking Mode: Go straight to handling a mature, established promotion. For those looking to jump straight into the deep end!

There are pros and cons running a small indy and a big wwf size company. The options to choose would still maintian the game experience that the team seemingly wants. Hell if i remember right , even motw from like 15 years ago gave you flexibility in terms of what your company looks like from the get go.

Has anyone figured out if this works for PC? I have tried using my xbox controller but not luck. Yes it works when I’ve tried it on my PC with my Xbox controller. Make sure you are holding the LB and LT the whole time you choose a promotion and difficulty. If you let go at any time you choose a promotion and difficulty it won’t work.

So it seems there is a possible downside to using the code as it stops your wrestlers popularity from increasing.
No concrete evidence from myself just seeing the same thing posted in different places. Can anyone confirm this?

Hmmm, you may be onto something there.
All of my wrestler's have D/D/D/D popularity except for Geese Walker. Geese won the Heavyweight Championship on the first show, has defended it once, and was victorious in a non-title match. He's now at a B/D/D/D (our territory is U.S.).
Kyle Walker won one match and is at C/D/D/D.
I believe that he's the only wrestler who has won all of his matches so that may have something to do with it.
Edit: Also, two of my wrestlers who are currently on Learning Excursions have above D.
Mr. Figaro has C/D/D/D. The weird thing is why would he be popular in his home territory if he went abroad?
Bolt actually has B/C/C/C. Character-wise he is Geese but he's a different edit slot so the game doesn't know.
So I am seeing some evidence of popularity increase but none from anyone I've booked besides Geese and Kyle.
Aside from that, this "cheat code" (THANKS GAMEPRO lol) is incredible. It made my day earlier when I heard about this. Being able to use every wrestler in my fed is such an excellent option and I've had a lot of fun booking 3 months with my entire roster. I really like the "6 cap mode" but I prefer the "Entire roster" mode for my fed. I'd love for this "Entire roster" mode to be formally implemented into the game as a second option and for any potential bugs (with this and the "6 cap" mode) fixed. Hopefully there isn't a popularity bug.
Edit: Sorry for the multiple edits - I realized the popularity rankings were different than I first saw.

The game kind of hints at this in "personal advice", in one of the sections talking about your roster as a whole. Basically, with this money cheat, it's best to start with 6 wrestlers. The $10 million just allows you more wiggle room financially. (In other words, the purpose of this cheat isn't to remove the 6 wrestler restriction. It's to give you more starting money)I started a NJPW save (full size) and no one's moved in popularity in almost a year of being on just my shows. I then started a fictional fed (using real wrestlers), used the cheat and started with six wrestlers. So you brought in established stars (wrestlers who already had A or S popularity level) and booked them against wrestlers in your promotion and saw rising popularity effects? Interesting. I think one reason Geese Walker raised in popularity was because I brought in wrestlers and champions from other promotions and he faces and defeated them WHILE defending his Heavyweight Title. That was why he was able to raise popularity while none of my other wrestlers (who weren't in excursions) were able to. I'm considering starting the mode again entirely from scratch, still using the code, and choosing maybe something like 12 wrestlers. 6 was too few for me and felt confining. But booking my entire roster was also a little unwieldy, especially expecting them to raise popularity. Even giving them a Title and booking them to win constantly didn't seem to raise their popularity.

If your wrestler does anything meaningful and relevant their popularity will increase. Clearly the more meaningful the action they performed is, the faster they will get popular. Highly rated matches, wins, great performances/wins against higher ranked guys, notable matches against outsiders, title matches, etc. If your guy is going to lose, if the match is highly rated it will help buffer against a drop in popularity. Just going by my experience in this game compared to motw on gba. However its no guarantee since there are a lot of factors going on.

So you think that the "money unlock" code doesn't lead to any glitch with popularity rankings?
That the problems some of us are seeing is just based on booking more wrestlers and thereby giving each of them less individual effort (than we would for our starting 6) in being able to boost their popularity?
I honestly don't know cause it's so weird seeing one of my wrestlers shoot to "A" popularity in 4 months while others stay at "D" despite me doing similar things for them. I guess what I don't understand is how a wrestler wouldn't increase in popularity just a little by winning a Championship and defending it on each show (including one main event spot). I do get how that wrestler wouldn't increase as much if they were facing someone with D popularity but winning a Championship should be seen as meaningful. At the least, I don't understand why one of my Champions got to "A" popularity by doing the same thing that kept another wrestler at "D" - especially when the "D" wrestler had higher match ratings on average than the "A" wrestler. The one thing that the "A" wrestler had going for them was defending their Title against outside wrestlers of higher rank but they were already at "C" and "B" rank before I started giving them outside competition.

Gave me 10 million. I can actually play this how I wanted. I tried the code yesterday. Same thing. 10 Mil. I feel like the popularity factor likely also has to do with the edits Charisma rank. If it's higher, likely they can boost popularity fast I would figure. Anyways, I'm loving this mode with all my little stories in my head. Started an AEW one with 6 wrestlers... (I kinda want to start again with this time using the code as I now understand that you can edit the free agents and what wrestlers to sign...I guess I first tried it a bit quicker without checking anything and thought it was all random) Already so worth the price of admission. Fun to wrestle matches and try and put guys over you want and what not. It has sure opened a can of worms for me.

In the GBA mode it took forever for an original CAW to increase popularity if you got them as a D/D/D/D Free Agent that you had inserted into the game. This could be the same issue. Basically you need to continuously use them, have them win against more popular wrestlers, and hold titles to get them to budge in popularity. I don't know if this code is necessarily making it impossible, I haven't actually put forth any effort to try to be honest. Even if you could increase their popularity the real issue is how you can get your roster of say 50 to increase popularity when you only have like 2 guys on the roster right off the bat that have higher than a D in popularity?
