Almost definitely Misawa. That's 21 moves intended directly for him, which has to be higher that basically anyone else. That's not even counting stuff like the standing elbow, flying lariat, release tiger suplex, rolling elbow strike clincher, and others that were almost certainly made with him foremost in mind. Not surprising though, considering how much of what he did he invented and how iconic his spots were to him.

Also, not to debate myself, but now that I think of it, Liger probably has him beat, especially with so many of his moves being from multiple positions: Rolling koppo kick (became, arguably, a standard, but most likely included so early because of him) Step Shotei Running Step Shotei Run counter Step Shotei Run to corner koppo kick Run to corner Step Shotei Shooting Star Press (probably the Stardust/Phoenix too, but I'll count it as shared with Hayabusa) Diving swing frankensteiner Shotei combo Shotei Uppercut combo Fisherman Buster (another now-standard that he invented during the lifespan of FP) Delayed Brainbuster (while other folks do this, I'm positive this particular animation was created to reflect his version) Ligerbomb Running Ligerbomb CTB top rope Brainbuster top rope Fisherman Buster corner grapple koppo kick Liger taunt the koppo stance There are others I'm pretty sure were meant for him, or at least based on the way HE did them: the release German, the kneeling crossface chickenwing, the top rope frankensteiner, one of the Romero specials HAS to be but I'm not sure which one, arguably the "New Japan tombstone," I mentioned the Phoenix/Stardust press above, but a lot of those are debatable and much closer to being standards, so it would depend on what you count whether he would "score" higher than Misawa. (I also may have overlooked at least one koppo kick; I'm just going from memory.)

I can't recall which moves were created for Bam Bam Bigelow, Chyna, Edge, Goldust, or Randy Savage offhand. Bam Bam - Fire Thunder, Cartwheel taunt Chyna - Low Blow, but this might have already been in Fire Pro G Edge - Corner to Center spear Goldust - Again, the low blow Randy Savage - diving elbow drop and taunts I'm reasonably sure the C2C Spear is actually for Goldberg due to the setup animation and the fact that Edge was only in the GBA games and Goldberg was in D (and his parts are in Z and R and Edge's aren't).

She uses the Meteora/Somato variations as signature moves: Almost certain CIMA innovated, or at least popularized it (More likely where Sasha got it from): Throwing in HARASHIMA's Somato for good measure:

Yeah. From what I can recall, CIMA was definitely the first to do the Meteora variety of double knees and HARASHIMA was doing the Somato before Riho or Momo started their careers.
