Because Japan and the US have different laws regarding intellectual property, compensation, copyrights, etc. Spike's lawyers have basically said the idea of working with mod makers is probably not a good one. Bummer. I was hoping the hold up was them not wanting to pay upfront.

Even if it were possible to work with mod makers, I don't think Spike would be able to implement existing mods into the base game; there's too much on their plate. For example, some of the items in "More Match Types" could be recreated with minimal effort (barring new UI elements) as they're just modifying existing code, but all of that needs to be tested properly, run through whatever QA process Spike has and checked against both the PS4 and PC platforms. Not to turn this into another "PS4 vs PC" debate, but it's just not something Spike can feasibly do with all the other items on their plate (imo).
And speaking for myself, I wouldn't be interested in being put under contract to create features for the game. Once it stops being a hobby I can do in my free time, I'll step away and do something else.

I would love a Joshi DLC for the moves and attire parts. I would love a DDT DLC for the moves and more ENTERTAIN and comedy moves (maybe something besides sexual material) I would love a hardcore fed DLC for the new moves and possibly free additions to deathmatch mode and weapon functionality. I would love an MMA DLC for the moves that could benefit wrestlers as well as MMA fighters. Possibly more venues for the MMA set up. I would love even more NJPW DLC because there are lots more wrestlers really. Especially if they were able to get Dragon Lee. I would...tolerate a fantasy DLC if it added content for real wrestlers also. Not strictly shooting fire balls or wacky stuff like Eiffel Parachute.
Many options.
