This whole process has kinda soured the game for me. I just want the game to end, the mod team get developer tools and move forward. I apologize for being perhaps a little too pessimistic but
I'm not even sure they're gonna bother make developer tools public, because if the game "ends" (or "dead") why do this ? We already gave them money

Pretty safe bet that the tools for creating moves/parts/etc won't be released to the public. As someone who has used the move creation tool, it's a mess and in no state for a public release (imo). And, of course, they don't have time to actually work on it. The other tools are even worse, with respect to readiness.

I also have have no faith in tools being released to the public, all i'm banking on its the season pass stuff they already promised.

Frankly, jankiness of an animation suite never stopped, say, Ascii/Enterbrain from releasing the 3D Fighter Maker games on PS1/2.
I guess that's one reason why I could see them releasing the move maker tool to the public, with only very small adjustments here and there.

They are written to fulfill a very specific purpose and be used by a very small number of people who are intimately familiar with them. It's the last week of my vacation. I was hoping to make use of all the new stuff in NJPW pack. :-( We've been in a rut here since last January.

Thats a very positive tweet and I’m energised by it. At the moment there’s so much negative energy from the fire pro community - I just want us to move on and enjoy the dlc and all the creativity it will drive

No I’m talking about the pc players - which I am one of There’s been so much opinion driven speculation recently that we won’t get the dlc at all, or development might just stop for pc. The tweet positively confirms development is very much happening and that the pc users haven’t been forgotten about... that’s a positive statement for me. I’m choosing to have faith and believe what’s been said is sincere.
