I played 2K18. Never using finishers was an exaggeration on my part. I just never felt the AI was putting on a sensible match, and often times storing finishers for no reason. Yes, they did use them, but it rarely felt like they used them at the right time.
I will say, 2K is more simulation than they get credit for- I just think the lack of programmable logic limits how much simulation the game can achieve.

All wrestling (and sport) games are usually 'arcade'-y in human gameplay.
World and 2K both just have the match ratings built in to make it more 'sim-like' and FiPro's AI lends to better 'sim-like' when you're, well, simming.

2K games are definitely simulation at this point, but in the "Not Much Fun, Going Through The Motions" mode of simulation. The lack of sensible logic for wrestlers shows more and more when you try simming matches, and you still have AIs going for and getting wins off basic moves, or things like simmed ladder and cage matches ending almost immediately with no buildup. Also, when you face the AI in a match, it's aggressive in how it's able to shrug off your offense and try to find a way to screw you out of a match at any given time, for the sake of "Challenge". Yukes' ideas of how this series' wrestlers should behave is way out of whack, and isn't going to get better.
I still prefer a simulation feel to these games, but I also understand why more and more people have been bemoaning that the series needs to return to a more arcade feeling.

Now, if we could do simulation like KoC II, but with more fluid movement and a WWE style, then you have my interest.

They play more sim, but still have funky reversals that always feel arcade and take me outta the game.
They have really have come A long way, but it just feels so WWE in every way, that I just can't enjoy it, similar to the actual product. It's just so polished and perfect that it bothers me.

So no thank you The problem is the gameplay was fine in 15 then people complained about stamina. So now the game nerfed stamina and tired finishers. Honestly I think there should be 2 WWE games. 1 simulation. And the other arcade. The arcade could trade off release years that way a game is still being released every year. Problem is 2k can't just get rid of yukes. Yukes owns the engine. If that were to happen the game would be stripped worse than 2k15 was.

I will say I've occasionally run into the issue of the ai not hitting a sig or finisher like flair literally had 3 stored finishers and wouldn't use them. Samoa Joe if he has that powerbomb into Boston crab OMG move he doesn't hit his finisher until he uses that. Definitely issues with the coding/programming.

I kinda like smackdown more arcade like. To me, 2006 was the best the series ever was, and 2k14 had potential but all the glitches and the extremely long loading of various creation suite modes killed me.
I want 2006 back.
And if people need more arcade gameplay, bring back All Stars on second thought, don't do that. That game sucked eggs. And looked like hell.
BRING BACK THE RAW SERIES.
