Based on the amount of effort it takes to make a simple move, and the fact that the tool already exists, I would be surprised if the Move Editor isn't free. At worst, they'll just need to integrate it with the workshop in order to make it release-ready, but it's usable as is (as seen by the old 1.02 version being used with impressive results). All the necessary move file types to be saved by the tool already exist, as well as the code-behind methods that load those files; it's just a matter of figuring out how to handle sharing of those moves across different copies without messing anything up.

DDT is the other promotion in their list of "planned" DLC. Whether they'll actually follow through remains to be seen. My guess for the surprise DLC is new venues, since it's so easy to just make new textures for existing venues and their latest previews have taken place in existing venues (Yurakuen, SCS) with new floor/rail textures.
The debugging is referring to the Suda 51’s tag team vanishing thing.
I'm rather sure it is not referring to that at all actually, since he says he's excited to announce the DLC and he already has announced that one long ago.
He clearly states the DLC they’ve been working on is in the debugging stage and can’t wait to announce when it will be out.
The prior tweet to this clearly mentioned the suda 51 dlc.
Either way we are all jumping to conclusions based on vague tweets.
My guess is that it's a DDT pack, with the other stuff being released for free alongside it. Given that they said that they intend to release the part and move crafting tools before the end of the year and all.
Wouldn't be surprised if at least one new venue is a standin for a common venue used by DDT, Stardom, and smaller Tokyo area promotions, Shinkiba 1st Ring.

Hence why I quietly took a break from my venues. I tweeted over a few of them and the next day we had that gif with the new venue in it.

While I enjoy all the continued support, at this point it starts feeling prohibitive for new players to get into the game. If you buy a fresh copy of Fire Pro Wrestling World at this point, you need 4 different DLC packs to get all the moves and appearance options, and there's no easy way to know if an edit you're interested in downloading requires DLC unless the creator notes it in the description. This seems like the sort of thing that could drive people away. If they keep adding more customization options in paid DLC, the problem just gets exacerbated.
