Is this even possible?
Im think mainly of RVD before his frogsplash. I can't figure it out though. if I put priority to top rope move doesn't it do the move immediately?

No. Setting 100% Taunt on Turnbuckles will cause them to taunt before Standing Dive moves, but they'll -never- taunt before a Diving Ground move.
You can make him taunt before climbing the ropes, s'about it, and that may cause him to whiff.

Natural downstate taunt priod > grounded dive is one reliable option for grounded stuff. By 'natural' I mean a taunt happening off 'opp down' %'s in the performance section of logic.
Taunts when down only happen at a certain threshold of downstate, and it just so happens that threshold is pretty great for grounded dives to work off. The downtime extension also typically kicks in off natural taunts. So when you prio a grounded dive off a natural taunt, and it happens to be in range, it's very likely going to connect and give you a neat sequence.

Probably not reduced effectiveness, but potentially more RNG and whiff-potential if he taunted post O-move and face-planted (which Ezra keeps running into with his Prayer Headbutt...)

Think of it this way:
Move > dive, even if it IS the appropriate setup move, is forcing the edit to do the dive regardless of whether or not the opponent's downtimer will allow the dive to even happen. You'll get a lot more step-down dive abort spots from sequences set up this way i.e. body slam > dive. Like sev said, you can also engineer the sequence to fish for whiffs by purposely setting off the 'wrong' setup move (BIG/circle slot move > dive).

I see how the second situation is a better fit for the flow of the game. I like the idea of the "wrong" setup move too for some botched spots and comedy edits 😁
