I typically use a combination of real life wrestlers from different eras and then try to add some modernization to them. If you look at pro wrestling throughout the decades, much of the stuff that has worked has worked throughout time it's just that the wrestler/booker added their own personal touch to it.
For instance, I created a 4 Horsemen type stable, except the leader is based off a combination of Ric Flair, Gino Hernandez, Bret Hart and Misawa. So a lot of chops, working the knee, the rolling elbow, some old school suplexes (i.e. Texas Suplex) and some more puroresu type suplex (bridging German and bridging Tiger suplex) and with a lot of elbows and knees with a sharpshooter as a finisher. He's also Hispanic which is different from most stable leaders.
Then his major rival is a babyface that is more of a combination of rivals of the inspired wrestlers...Kobashi, Shawn Micheals and Steamboat.
To finish out my 4 Horsemen-esque stable, I had to have an 'Enforcer' of the group. But again, I don't want to make it look like a blatant ripoff, I wanted an 'enforcer' type that wrestled a very different style than Arn Anderson. I really liked how they booked the Dynamite Kid in Portland as a very dangerous 'hired hand' that was smaller, but such a great and vicious athlete that he struck fear into the babyfaces. So my 'Enforcer' type is a combination of Arn Anderson and the Dynamite Kid.
Then I needed a Tully Blanchard type, a type that is really good, but not 'the guy.' A type that is very similar to the leader, but just different enough. So I used Tully Blanchard, Shane Douglas and Ted Dibiase.
While I think Ole Anderson was a great wrestler, he doesn't really work in Fire Pro because he wasn't much of a moveset wrestler. And Barry Windham was a great fit with the Horsemen. So I started thinking of Windham and how he was one of my favorite taller wrestlers. Then I started thinking of some of my other favorite taller wrestlers with a little bit of heel to them and I started thinking of Taue and Scott Hall. So the movesets are a combination of those three.
Usually what works with these heel stables is that the faces are superior physically, but they are outnumbered by the heel stable. So I created 3 wrestlers that were the antithesis/rivals of the wrestlers that inspired my 4 Horsemen-esque stable.
I already mentioned the Steamboat/Michaels/Kobashi type character. Another one I created was mainly based off Dusty Rhodes. Dusty didn't have much of a moveset, so I thought of some of my favorite fat wrestlers and I thought of Hashimoto. And then I thought of Tsuruta because I thought of Hashimoto and Dusty as stiff strikers and Tsuruta fit into that mold of a stiff striking babyface.
Then I thought of another character in Magnum TA. And then tried to think of wrestlers similar in size that were a 'top 3 babyface' and I thought of a combination of Magnum TA, Randy Savage and Akiyama.
It's important as well to determine what type of promotion you want to run. I decided to create a promotion that was very much like All Japan in the 90's. Trying to use more realistic wrestling moves that were not exactly strong style or shoot moves. I also created a rule that you could not use a closed fist unless you were in the mount or the guard.
That helped me come up with Edits as I started to look at wrestlers with better workrates and more serious and believable movesets.
I also found the roster of the Crockett Promotion back in the 80's. What I found interesting is that every year they had only about 30 wrestlers in the promotion. And 10 of them had < 5 years of experience, 10 had 6-12 years experience and 10 had 13+ years of experience. I also saw that they basically had 5 tag teams, sometimes 6 if you counted Arn and Tully/Ole. But only 2 of the tag teams were faces (Rock N' Roll Express and Road Warriors). They could simply pair the RnR with virtually any heel team and it would get over.
It was also similar for singles wrestlers...the heels outnumbered the faces.
So I used that as part of my template to create a promotion.
