Most unfortunate they're missing their marks.
Probably burning goodwill real fast on PC. The first delay was harsh enough, but we're now on just a vague TBA release?
This doesn't bode well for trying to sell people on a Season Pass, too. This is the first DLC for it, and if it can't meet targets, who's going to invest $50 on TBA content?

The tweet says he thinks it'll be ready soon, for whatever that's worth.
Keyword being thinks (or 思う lel)

Do hope it launches in September somehow, because man, people gonna turn heel on Spike if they miss it.

Not a surprise, I'm sure they're still focused solely on PS4. They probably want to ensure PS4 players can download an "unlimited" number of edits, or at least ensure the game does what the advertisements state (play online, etc).
Not to mention all the new bugs that cropped up thanks to the new UI. I'm really hoping that they have the foresight to allow PC players to roll-back to using the old UI, but knowing Spike...
Edit Based on Matsumoto's tweets, it looks like they're still heavily invested with Online Play? I can't believe that's still a priority, when the offline game has so many bugs.

The new UI has bugs? How in the world does it have bugs? Isn't it largely a visual change..?

The new UI has bugs? How in the world does it have bugs? Isn't it largely a visual change..? There has been confirmation from various players that the new UI causes the game to freeze up regularly during Edit mode. Basically, pausing over and over again which makes Edit mode a chore to work with.

When it reaches the end, everything freezes for a second or two. It is very annoying.

Holy shit how did they release something like that? A looping background lags the game? Yes. And based on that discovery I wonder if the looping crowd animation (since the crowd is an image) is what causes the game to lag during matches. I'm not too surprised tbh, this is the game where selecting a wrestler requires 3-5 seconds to load the image.

They’ve really been pushing the online, esp on PS4, which makes sense given that it’s 2018 BUT at some point they gotta realize it just ain’t gonna be perfect
