Obviously, since New Japan is on board, would it be reasonable for Spike to get the license for other federeations as well? Like, we could wrestlers from All Japan or maybe even ROH.

As much as I would like them to cover all of puroresu in general, I just don't see it happening. With a limited budget and crew as is for the game, it was a pure miracle they managed to team up with New Japan.
The saving grace from of all of this of course would be the wonderful workshop submissions that have already happened and will get better as the DLC releases.

On the contrary. There is plenty of awesomeness in the Workshop to compensate. You just have to know where to look.

Edits when done by experienced creators are usually better than something spike would produce. The amount of stuff out there for pc is insane. Trick is just to stick with one or two edit makers who cover the periods and characters you want, so the logic is consistent and is compatible

I could believe there is a shot other feds could happen simply because the koc series exists and puroresu is rebounding in popularity over there. If fire pro is successful I would think there is a chance. Matsumoto has expressed interest in interviews

Maybe if Matsumoto happens to have friends in some of the other promotions, who would be interested in getting a collaboration effort started? I believe the NJPW deal was born when an associate of Matsumoto in NJPW asked him if there was an interest in a collaboration between the two companies. Who knows? It is unlikely though, since it probably relies on the PS4 DLC being successful/profitable enough to warrant additional DLC efforts.

My guess is the third piece of DLC is an indy track with DDT, Big Japan, and a few smaller feds. Maybe M-Pro and Dragon Gate. Or maybe I'm getting hopeful.
I'm all for any DLC that means more moves and parts being added.

I could definitely see the smaller promotions being interested in working with Spike Chunsoft. Having the chance to put their current stars in a legendary wrestling video game (especially within Japan) is a great opportunity. Hell, I would expect the promotions to approach Spike with the offer.

I would imagine that if the "Additional Scenario" is another promotion, it's DDT. Spike let them try out World before its original PC release, and I believe they also tried out Returns before that launched on the PS2.

I'd guess it will depend on how well the slated DLC does.
Technically there's nothing stopping from adding new organizations. NJPW has working relationships with a number of promotions worldwide and a direct line into their front offices. Director is friends with the DDT guys. Abdullah Kobayashi did a promotional thing for World and he works for Big Japan Pro Wrestling. BJW has a working relationship with CZW and wXw from Germany. Kenta Kobashi was at the same promotional thing with Abdullah Kobayashi and he doesn't have a WWE Legends contract tying him up from licensing out his likeness.
Director said that he named the new game World for a reason so you'd think, if they did add more, it wouldn't be a Japanese promotion but who knows. There's alot of different directions this thing can go.
Personally, I still think that the third DLC will be CMLL. Fantastica Mania takes place in January and that'd be the perfect time for Spike to get the pictures/audio they need.
Although it'd also be cool if they did something out of left field like a Joshi scenario with Stardom.

I am biased toward recommending DDT, but I'm not sure that would mean many sales of the DLC.
Frankly anything benefits the game though. Attention and any promotion means new moves. I just want the excuse of new moves...
