How'd you get the priority to do a running move while the opp was still down?

How'd you get the priority to do a running move while the opp was still down? It was mentioned in the Priority Combo thread that if you set a running move as a follow-up to something, the wrestler will go for it regardless of what state the opponent is in. And I said there, that's perfect for the Warrior. :D
