Is it true that Focus/Adapt don't apply to Finishers? I set all Critical types to "Finisher", so would this make both of those skills useless?

Correct, it only applies to non-finisher criticals of certain types.
If you turn off criticals, or don't use anyone with those critical types, then the skill is useless.

It’s beside the point, but I’ve always felt that it’s strange that when you use a critical type, you no longer get crits on your finisher if it’s not in the right category. I don’t know if the finisher tag should be a “free critical” bonus or what, but like I said I’ve always thought it was weird.
