What are the reasons to enable or disable Vsync? What are the reasons to run the game in Windowed or Fullscreen mode?
I'm playing on a 4K TV that maxes out at 60Hz.

I am still unsure what exactly Vsync is. I run mods and stream with OBS, so I have found using windowed mode helpful for making adjusts outside of the game.

Vsync sychs the games vertical refresh rate to your monitors refresh rate. Without it on you can experience 'screen tears' when your games refresh rate drops. Common misconception for Unity-based games. V-Sync doesn't work for any of them. A lot of games are also switching over to Borderless Windowed mode.

For most games, it's really a matter of how fast does the camera move and how often does it need to re-render the scenery whether or not vsync will prove useful. For example, in a sim racing game you'd be a fool to ever have your vsync turned off; you'll just have screen tearing every which way. For Fire Pro, the camera glides so sluggishly vsync doesn't appear to do much of anything; the only notable thing turning it on has ever done for me was cause tremendous slowdown on certain custom camera angles, particularly distant zoomed-out angles.
As for the fullscreen vs windowed, I'd say that really mainly depends on if you use the modpack or not, and whether or not your computer is currently struggling, as windowed will always run more smoothly than fullscreen. If not, regular fullscreen is fine because there's not a lot of reason for you to ever tab out while you're running Fire Pro. However, with the modpack, if you alt+tab on regular fullscreen it minimizes the whole FP window whereas on windowed borderless it just pops you out to your mod windows, so for me it's just a quality of life improvement to run borderlessly.
